Actually, no it does not. It creates the physical conditions a perceiving consciousness would percieve as sound, but unless a conscious being is present, there is no sound, just vibrations traveling through air. Sound is a perception. You may feel this is splitting hairs, but it's an important distinction, so important that this question was originally posed as a Zen Koan to make Zen students contemplate the difference.
