I don't give to panhandlers on the street. As another commenter noted, those people are service providers offering an opportunity to practice generosity (and boost one's self-esteem) for a fee. In my opinion that cheapens the act because it isn't genuine. The panhandler is pretending to be needy so that the giver can pretend to be generous. It's a financial transaction, nothing more.
